Tesla promises you the world and then gives you an atlas. The Powerwall is a feel good exercise that won't save money in the long run. In fact it will cost more.

It can certainly be done - Tesla installed and commissioned an 80MWh PowerWall2 system in California in 88 days:
Publicity stunt by Musk and the greens senator getting some exposure out of it too.
For govt it would have to go out to tender and that would take 100 days alone! No doubt Musk will have a big (unpalatable) bill for taxpayers in mind too.
Do they usually sign a contract before or after putting a contract out to tender?
